When Gorbachev started reforms to strengthen the Soviet Union, they did not have the expected consequences. As a result of relaxing control from above, dissent grew in the Eastern Bloc. Unlike his predecessors, he hardly used military power to stop the uprisings, which was a decisive part of why the wall fell. A less active Soviet Union gave greater momentum to people who wanted to challenge authorities in Eastern Europe. Because intervention by the Soviet military was seen as unlikely, citizens in East Germany worked harder to urge change and unification.

Word of the wall’s opening got to many East Germans, resulting in thousands going to the border to cross and flee the country. At first, border officials did not know how to handle the big group of people begging to cross the border.
