On November 9, 1989, Gunter Schabowski a member of the East German Politburo announced a revision in travel policy at a press conference. This seemed to be a misunderstanding on his side as well as a deliberate vagueness, he claimed the Germans could ask East Germans to issue an exit visa immediately.
